Section 1. Universal Income
The Nation shall guarantee a Universal Income sufficient to secure material stability and dignified living.
Section 2. Non-Substitution
Universal Income shall not replace public services.
Section 3. Cost-of-Living Adjustment
Universal Income shall track real cost of living.
Section 4. Children
Children shall receive a partial Universal Income.
Section 5. Earned Income Contribution
Earned income shall be assessed at 3% state and 2% federal.
Section 6. Corporate Contribution
Corporations shall contribute at higher rates and may not evade responsibility.
Section 7. Public Purpose Tithe
A portion of contribution may be directed to public-purpose research.
Section 8. Political Independence
No contribution shall be used for lobbying.
Section 9. Interpretation
Universal Income is a guarantee of dignity, not charity.
Section 10. Authority
The Legislature shall enact laws consistent with this Article.
Public contribution under this Article shall be proportionate to capacity, transparent in purpose, and structured to prevent concentration of power, coercion through scarcity, or the privatization of public necessity.
